Every construction submittal stamp carries a contractual instruction. "Approved as Noted" does not mean the same thing as "No Exceptions Taken." "Revise and Resubmit" does not carry the same procurement implications as "Rejected."

That ambiguity drives resubmission loops, procurement confusion, and schedule damage. I have seen this happen most often when a team treats the stamp line as administrative shorthand instead of a contract instruction.

Who Governs Construction Review Stamps
Every construction submittal stamp decision passes through at least five parties, each with a limited contractual role defined primarily by AIA A201. Subcontractors originate the package. The GC stamps to confirm contractor review per § 3.12.5 and transmits to the design team. The architect and engineers of record review for conformance with design intent under the limited-purpose standard of § 4.2.7, not dimensional accuracy, not fabrication methods, not safety. On institutional projects, the owner's representative adds another layer.
That limited-review scope matters for interpreting stamps. AIA A201 § 4.2.7 restricts review to checking "for conformance with information given and the design concept," and ASHRAE converges on the same principle.
A stamp marked "Approved" does not mean the reviewer verified everything in the package.
Why Stamp Status Controls Procurement
AIA A201-2017 prohibits the contractor from performing any portion of the work requiring submittal review until that submittal has been approved. That is not a suggestion. It is a contractual gate.
Section 013300 draws the operational line between action submittals requiring a responsive stamp decision and informational submittals logged for record with no responsive action expected.
Every action submittal stamp at the end of the review chain directly affects whether procurement, fabrication, or installation may proceed. Get it wrong, or misread it, and the schedule takes the hit.
What Each Construction Submittal Action Code Authorizes
The terminology is not standardized across firms, and the practical meaning of each construction submittal stamp designation can vary by contract and office standard. But the general intent behind each designation is well understood in practice.
Approved / No Exceptions Taken. Work proceeds as submitted. Full procurement and fabrication authorization. Architects often prefer "No Exceptions Taken" because "Approved" implies a broader endorsement than their limited review scope warrants.
Approved as Noted. Procurement may typically proceed, but noted corrections must be addressed in accordance with the written comments before fabrication or installation. On the CSI platform, failure to comply fully with the written comments typically nullifies the approval. That conditional nature is where many misinterpretations happen.
Approved as Noted, Resubmit. A common hybrid that some teams mishandle. Corrections are noted, but a revised submittal must be returned for confirmation before work begins. This is not the same as standard "Approved as Noted." Contractors who treat it as ordinary conditional approval create avoidable exposure if work proceeds before the required resubmittal is completed.
Revise and Resubmit. Not an approval. The submittal cannot be approved without revisions. A full new review cycle starts from scratch. Submittals with this disposition require detailed, written comments clearly indicating the non-compliance.
Rejected / Not Approved. Fundamental non-conformance. It is generally treated as requiring an entirely new submittal, not just a revision. No work proceeds.
Submit Specified Item. The contractor submitted something that is not what is specified. Submittals are not substitution requests.
For Record Only. Informational. No responsive action expected. But even these can be rejected for non-compliance with format requirements.
Not Reviewed. Wrong party, wrong scope, wrong time. A workflow failure, not a design determination.
Where Inconsistent Submittal Stamps Create Real Ambiguity
This is where the review record breaks down in practice, based on documented failure modes from the CMAA, CSI commentary, and AIA/AGC joint publication.
Bare rejections without explanation. The CMAA source states that responses like "Rejected, Resubmit" are virtually useless unless accompanied by a discussion of why the submittal was rejected. The contractor cannot correct what they cannot identify. Resubmittal loops continue with no progress.
Ambiguous intermediate codes. The same guide warns that responses like "Reviewed, Proceed at the Contractor's Risk" may be construed as a form of approval during a dispute. That language creates legal exposure for owners and CMs while giving contractors a plausible basis for proceeding with work that was never actually approved.
Single action codes forced onto multi-item submittals. Oldakowski from the CSI commentary describes a unit masonry submittal covering items from brick to weep vents that receives mixed review, with some items approved and some rejected. But the document management system forces a single action code. The entire package gets logged as "Revise and Resubmit" or "Rejected," blocking procurement of the items that were approved. That is schedule drag caused by a system limitation, instead of an actual rejection.
Non-standard terminology across firms. "No Exceptions Taken," "Make Corrections as Noted," and "Furnish as Noted" all carry different implications that contractors can collapse into "we're good to proceed." This misinterpretation is the proximate cause of procurement decisions made on the basis of a submittal review stamp that did not authorize what the contractor believed it authorized.
The financial translation is severe. According to FMI research, rework amounts to 19% of total project costs based on owner-organization responses, and only 30% of that rework is recoverable, meaning 70% is absorbed directly by the contractor.
Ambiguous stamps are one documented pathway by which miscommunication and poor project data can translate into rework and schedule damage.
